In addition to election administration, his office records real property documents; maintains vital records; performs civil marriage ceremonies; and processes business filings serving an estimated 3,500 customers daily. Mr. Logan holds degrees in Organizational Leadership from Azusa Pacific University and a Master of Public Administration from the Evans School of Public Policy and Governance at the University of Washington. He is a past-President and Board Member of the California Association of Clerks and Election Officials (CACEO), a member of the Board of Directors for the National Election Center, and the Board of Advisors for the United States Election Assistance Commission. Ninochka McTaggart, Ph.D. (Executive Director @League of Women Voters (LWV) of Greater Los Angeles) Ninochka McTaggart is a Los Angeles native and the daughter of Jamaican immigrants. She is a sociologist who researches race, gender and other forms of inequality in society. Before joining the League of Women Voters she worked as the Director, Research and Outreach at the Geena Davis Institute on Gender in Media. She also served as a guest curator of "Don't Believe the Hype": L.A. Asian Americans in Hip Hop at the Chinese American Museum, an exhibit grounded in her dissertation research. She has also worked as a college-level educator and Diversity, Equity and Inclusion specialist. In 2020, she co-authored a book on white privilege, entitled White Privilege: The Persistence of Racial Hierarchy in a Culture of Denial with Dr. Eileen O'Brien. She received a Bachelors of Arts from the University of Southern California, a Masters of Arts from California State University, Los Angeles and doctorate from the University of California, Riverside. Raphael Sonenshein, Ph.D. (Executive Director @Pat Brown Institute for Public Affairs, Cal State LA) Dr. Raphael J. Sonenshein is the Executive Director of the Pat Brown Institute for Public Affairs at Cal State LA. He received his B.A. in public policy from Princeton, and his M.A. and Ph.D. in political science from Yale. He is a nationally recognized expert on racial and ethnic politics, on California and Los Angeles, and on charter reform. His book Politics in Black and White: Race and Power in Los Angeles (Princeton, 1993) won the American Political Science Association’s 1994 Ralph J. Bunche Award. Dr. Sonenshein served as Executive Director of the Los Angeles (Appointed) Charter Reform Commission that led to the city’s first comprehensive charter reform in 75 years, described in his book The City at Stake: Secession, Reform, and the Battle for Los Angeles (Princeton, 2004). He has since guided successful charter reform commissions in a half dozen cities. His third book is Los Angeles: Structure of a City Government (2006, League of Women Voters, LA).
